It will depend on the material of stirrer and it’s melting point . Considering a general case – if cup consists water whose temp is 98ºC ( it has to be less than 100ºC so that it remains in liquid phase at atmospheric preassure ) and let us assume stirrer is made up of High Density Polyethelyne ,which has a melting temperature of 130ºC . In above case, stirrer will never melt because water in liquid phase at atmospheric preassure can only attain a max. temperature of 100 ºC which is less than the melting temp of High Density Polyethelyne . Whereas if stirrer is made up of Polyvinyl Chloride , then of course it can melt because its melting temperature is around 75ºC
As I mentioned above , melting of stirrer depends on the temperature of liquid in the cup and not the cup itself, unless the cup is incapable of withstanding the temp of liquid.
Assuming the stirrer is made of plastic and the hot drink can reach no higher than 99 Celsius (presuming it is a water-based beverage that will not still be boiling in the cup) the material which the cup is made of is irrelevant and the stirrer will not melt.
The stirrer may become easier to deform but its melting point should be far higher than the boiling point of water.
