This is a very common side effect of drinking. As you drink, the upper portions of your brain – your cerebral cortex, which, amongst other things, acts as an inhibitor of your baser impulses – begins to be inhibited itself by the alcohol. This results in the primitive portion of your brain – which controls your baser impulses, like the desire to eat, and the desire to have sex – taking control. This is why people who drink tend to be more impulsive, more aggressive, and yes, hornier.
Today’s understanding of libido suggests that it’s a two-part system. On the one hand, there’s a system of excitation ; on the other hand, there’s a system of inhibition . The common metaphor is the gas pedal and brake pedal of a car.
In order to want sex, you have to get excited, and not get inhibited. You need a foot on the gas, and no foot on the brake. (Or at least a stronger push on the gas and a weaker push on the brake.)

The brake pedal exists for a very good reason: Sometimes, sex is a bad idea. As and if more alcohol is consumed, confusion and volatile emotional states may occur, and once things get in the .25 to .4% or so, a person pretty much shuts down. If things go higher then .4% or so, a person can, well die.
So, a few drinks can bring on a feeling of euphoria, lower inhibitions and increase self confidence, which can make a person more willing to flirt or be more socially assertive then they might be otherwise. It’s not going to make you horny as such, but it will encourage you to act on feelings that would likely have been there but not acted on when alcohol was not present.

Alcohol removes inhibitions. If you are horny and uninhibited you will go on out to “get some”.
If you are a guy alcohol makes it harder for you to “get it up”.
Since your inhibitions are down but you can’t get it up, what you will end up being is TOTALLY FRUSTRATED and the woman you picked up at the bar will be making remarks about your manhood or, more precisely, your lack of manhood.

Alcohol lowers your inhibitions when drunk in the right quantities. One beer will not do much to anyone. When I was drinking, it took me at least four beer before I got enough of a buzz from it for it to do anything for me.
Anyway, to me alcohol takes the mood you are in and amplifies it. So if you are felling, fun and relaxed you will feel even more so when you drunk. If you are in an angry violent mood when you drink, then you should not drink as it only makes you worse.
As to making someone aroused, I can’t speak to anyone else, but to me if I am aroused and horny before I start drinking, it lowers my inhibitions and makes me approachable and appealing. So that part of it helps me talk to the ladies. However, drink to much and I fall asleep before anything magical can happen, so for me it is a delicate balancing act between maintaining my buzz and charming the pants off them with jokes and my sense of humour – but being sober enough to actually stay awake, get a hardon and do something with them when the time is right.

A night long bender and I’m still definitely in the mood but I could go for hours and not get any satisfaction. Even in women, at least me, excess quantities of alcohol seem to shut nerves down or something. I don’t know enough about it to know for sure, but it’s similar to impotence I guess, except being female I can still participate, just not going to be much point in it.
