  1. I thought this would be easily answerable on Google. Turns out not so easy.
There’s plenty of information on what towns consume the most coffee per capita, and which towns have the most coffee vendors per capital.
But as for a state? I think one simple has to assume that the average American consumption holds steady, and therefore the state with the largest population would consume the most coffee—which would be California.
There’s a flaw in that logic, though. California has large populations of Asian-Americans and Hispanic-Americans, whose coffee consumption might vary.
So, pending further information, the presumption would be the state that consumes the most cups of coffee in total is California.

  2. This is one of those questions that is easily answered by doing a simple google search. That is what I did and came up with these 8 cities as being the most coffee-holic in the nation:
    Seattle, Washington.
    Portland, Oregon. …
    San Francisco, California.
    New York, New York. …
    Los Angeles, California. …
    San Diego, California. …
    Chicago, Illinois. …
    Denver, Colorado.
I did not see any listing of which state had the greatest intake per capita or by total but the answer is certainly a west coast state probably California by virtue of its large population.
