Starbucks makes a distinction between “iced” and “blended” beverages. Iced beverages are liquid poured over ice cubes, while blended beverages are homogenized with ice in a blender (the oft-parodied Frappuccino).
Assuming you mean iced drinks, the closest you will get is an Iced Caffe Latte. Of course these come unsweet, so you have your choice of syrups to add (Classic for just sugar and no flavor, Vanilla, Caramel, and Hazelnut are probably the closest to being good ice cream flavors). In liquid form, it won’t really approach the texture of ice cream, but the flavor should be good. You can make it creamier by choosing a dairy base with a higher milk fat content (upgrade from the default 2% milk to whole or even half-and-half). My favorite here is a normal, unsweet Iced Caffe Latte made with whole milk.
If you’re willing to try the blended beverages, then you’re getting close to ice cream flavor and texture. The default for these is 2% milk, so the ice-creamier options here are half-and-half and even heavy cream (serious stuff). My favorites here are the Caramel Frappuccino and the Caffe Vanilla Frappuccino. Just plain coffee ice cream is closest to the normal Coffee Frappuccino. My personal recommendation in this category is a Tall, no Frappuccino Roast, 2 shots of espresso, breve, no whip, add caramel drizzle, Caffe Vanilla Frappuccino.
