Most product available in the market are using freeze-dried coffee in their mix, and this one example only contains 8% of it. The highest percentage I found in a product is 14%.
Except if you’re using the plain freeze-dried, it may contain the same amount of caffeine, but to use the same amount of plain instant freeze-dried coffee to reach the same level of caffeine content with brewed coffee means you have to sacrifice the taste.

I am not sure, but instant coffee is made from fully extracted coffee so the caffeine might generally be more.

Not usually. Though caffeine content of brewed coffee depends on the beans, the roast, the amount, and the brewing method, it usually comes in around 100 mg per eight-ounce cup.
Most national and store brands of instant coffee are in the neighborhood of 55 to 70 mg per prepared cup.
But there are exceptions. Starbuck’s Via instant coffee (which contains both solubilized coffee and micro-ground roasted beans) has 135 mg of caffeine. Some limited distribution specialty brands (like Sudden coffee) are similar higher.
Not necessarily because the amount of caffeine in a cup of coffee depends on several factors. But, for all practical purposes, it is safe to assume that instant coffee has the same amount of caffeine as in brewed coffee.
According to this entry from Google, instant has about half the caffeine of a comparably sized cup of brewed coffee. That said, the trade off in flavor makes instant a non-starter for me.
